Dear World Tibet Network News:

I am a student came from Tibet, studying in USA. If it is possible,
please publish my appeal. Please see attached article. In case you
can not open the attachment, here is the article.

Before I start my appeal, I pray long life and health for our great
religious and political leader, His Holiness the Dalai Lama!

From creation of the Dalai Lama's institution, the Sakya
institution, the Kagyu institution, the Nyingma institution up to
now, these institutions are assigned religious authorities and
political powers. Particularly, His Holiness the Dalai Lama is a
religious and political leader. The Dalai Lama institution is
politically and religiously independent and has never been conquered
by China, even though the Chinese army and government invaded and
occupied Tibet for more than fifty years.

If Tibetans try to stop the Dalai Lama institution, Tibet will lose
the final battle to China now.  On the other hand, if the Chinese
government tries to destroy the Dalai Lama institution, China will
lose the battle in the future. This is precisely the reason why China
selected the 11th Panchen Lama, and will definitively appoint their
selection of the fifteenth Dalai Lama. The Chinese government clearly
knows that His Holiness the Dalai Lama has power, influence and poses
no threat and is politically useful.

If Tibetans do not have the Dalai Lama institution, then Tibetans
will morally decay, just like nowadays in China. The Tibetan Buddhist
education system and community will disappear. Tibetans will have
lost the direction in the future. Tibetan history is a history of
Tibetans which has evolved into a Buddhist community. Long before the
Chinese army's invasion, the Tibetan population was already disarmed.
On the other hand, the history of the Chinese is filled with
violence; most Chinese are not Buddhist in religious sense. The
Chinese government and the Chinese people do not understand the Dalai
Lama institution, because they never have a similar institution in
their history.

The Dalai Lama institution not only have political influence,
religious authority, more important, has the function of educating
and keeping alive the Tibetan Buddhist teaching as the basis of a
system of education not only for the monks and nuns, but also for all
Tibetans, which is the most crucial issue for Tibetans now.  I can
not imagine what Tibetans would do without the Dalai Lama
institution; since Tibetans keep alive it, Tibetans built major
Buddhist monasteries in communities of exile.

The Dalai Lama institution should continue to be politically and
religiously independent. If Tibetans choose to strive for an
independent Tibet, the Dalai Lama institution will continue to be
independent; If Tibetans choose to negotiate a genuine autonomy
within the Peoples Republic of China, the precondition should be
politically and religiously independent of the Dalai Lama
institution, the Sakya institution, the Kagyu institution, the
Nyingma institution.  This condition will benefit not only
Tibetans,  but also more than one billion Chinese people. As Mahayana
Buddhists, Tibetans should help the Chinese people, because they are
suffering, and the clear sign of moral decay is proof; they have lost
the correct direction philosophically and religiously are proof.

The biggest challenge for Tibetans is when His Holiness the Dalai
Lama is no longer here. How are Tibetans to unify themselves? His
Holiness the Dalai Lama should designate the fifteenth Dalai Lama.
Without a doubt, His Holiness the Dalai Lama is the most qualified to
designate his successor, the fifteenth Dalai Lama. The Chinese will
appoint their selection of the fifteenth Dalai Lama, but how will the
Chinese government match up to and legitimize their candidate's
qualifications with Tibetans top candidates such as His Holiness the
17th Gyalwa Karmapa Orgyen Trinley Dorje, the 7th Kyabje Yongzin Ling
Rinpoche. They are divine beings, studying in the monastic community,
and pursuing the Geshe degree. Their personal charisma gives them
unique qualifications. Their spiritual qualifications can never be
found with the Chinese government's selection.

The Dalai Lama institution, the Sakya institution, the Nyingma
institution, and the Kagyu institution's religious and political
freedom are fundamental. The current Dalai Lama and the fifteenth
Dalai Lama should live in a free world. As long as the Dalai Lama
institution, the Sakya institution, the Nyingma institution, and the
Kagyu institution are kept alive in the free world. Tibetan language,
culture and civilization will never be uprooted.

Tashi Delek!
