Memorandum submitted to Mr. Hu Jintao by Shri Bashistha Narain Singh, Member of Indian Parliament

Expressing disappointment over the recent Order by China's State Administration of Religious Affairs, Shri Bashistha Narain Singh, Member of the Indian Parliament and the Convener of the All Party Indian Parliamentary Forum for Tibet (APIPFT) submitted the following memorandum to the Chinese President Mr. Hu Jintao through the Ambassador of the PRC, New Delhi.

The APIPFT was establised in 1970 by (late) Mr. M.C. Chagla. Since then it has been promoting the cause of Tibet under the leadership and guidance of prominent Indian Parliamentarians. This list includes (late) Mr. Madhu Limaye, Mr. George Fernandes, Mr. Rabi Ray, Mr. Atal Bihari Vajpayee, Mr. T.N. Chaturverdi, Mr. Mohan Singh and Mr. Satyavrat Chaturvedi.

Your Excellency,

We are absolutely disappointed to learn that China's State Administration of Religious Affairs has come out with a document called the order no. 5, containing 14 articles on Management Measures for the Reincarnation of 'Living Buddhas' in Tibetan Buddhism which, it said, will take effect on 1 September. This order is in direct violation of the Religious Freedom of the Tibetan people and we out rightly condemn this violation.

We also wish to express our concerns over the fate of Runggye Adak and others who were recently arrested by Chinese authorities on separate occasions for their outspoken protest against Chinese wrongdoings in Tibet. We earnestly appeal for the unconditional release of the ones arrested recently and all other political prisoners who have been arrested and detained for exercising their freedom of expression, a fundamental human right.

We therefore urge the Government of the People's Republic of China to check on the ongoing repression and human rights violations and to take all necessary actions to counter them.
