The Second European Tibetan Congress (ETC) will
take place 15-17.October 2010 in Paris, France
under the slogan "To strengthen our communities
and improve our democracy". The Organizing
Committee welcomes all Tibetan community
representative members in Europe to participate.
Each country can send up to 10 delegates. In
addition to the official delegates, any Tibetan
living in Europe can participate as observers.

The First ETC was held in Basel, Switzerland in
2008 with over 125 Tibetan delegates from 14
European countries. This year, the largest
bi-annual gathering of Tibetan representatives in
Europe will be hosted by the Tibetan Community of
France. The aim is to strenghten the capabilities
of the Tibetan communities in Europe and improve
our democracy by facilitating discussion on Kalon
Tripa and European Chitue candidates. Prominent
western and Tibetan speakers are invited to give
inspirational and educational talks. The 2nd ETC
Organizing Committee consists of Tibetan
Community in Austria, France, Hungary, Italy, Norway and Spain.

The ETC aims to:

* Promote the common interests of Tibetans living in Europe
* Educate Tibetans in Europe of the culture of Democracy and Rule of Law
* Integrate Tibetans living in Europe to the
society of their respective country of residency

To participate as delegate or observer in the 2nd
ETC, individuals must contact their respective
Tibetan community to register before 31st July, 2010.

We are happy to announce that the 2nd ETC will be
arranged in Paris, France. The main hosts of the
event will be the Tibetan Community in France. An
invitation letter was sent on 15th May 2010 to
all Presidents of Tibetan Communities in Europe.
Please contact the Tibetan Community in your
respective country for registration and more information.

The deadline for registration is 31th July 2010.

Theme: HOW TO IMPROVE OUR ORGANIZATIONS? (9.00am -- 12.00am)

  9.00am --  9.20am: Welcome message by special guest.
                     Explanation of the program
and introduction by two members
                     of Organizing Committee

  9.20am -- 10.00am: Intoduction by all Community Presidents
10.00am -- 10.30am: Presentation of some successful activities
10.30am -- 11.00am: External speaker about organizational development
11.00am -- 11.45am: Workshop: Challenges of large and small communities
                     Congress will divide into Group A (communities
                     > 100 persons) and Group B (communities < 100)
                     to brainstorm and agree on
three main challenges facing their
                     communities as organizations.

11.45am -- 12.00am: Presentation of challenges by
Group A and Group B to Plenum
12.00am -- 13.00am: Lunch

Theme: HOW TO COOPERATE IN EUROPE? (13.00am -- 17.00pm)
13.00pm -- 13.40pm: External speaker about
cooperating across European countries.
13.40pm -- 14.30pm: Panel debate with two external speakers and two presidents
                     followed by Q&A
14.30pm -- 15.00pm: Coffee & Tea break
15.00pm -- 15.30pm: External speaker give introduction to the European Union
15.30pm -- 16.30pm: Workshop: How can Tibetan
communties in Europe cooperate better?
                     Small groups of 8 persons,
each group should agree upon two
                     innovative suggestions
16.30pm -- 17.00pm: Presentation of workshop results
                     Presentation of each group
(2 min) and voting on suggestions to
                     see which one is most popular
